Message from our Chair
mandate, serving our member
general practices and community
whilst providing support to the
Chief Executive and team as they
navigate these challenges. The
Board has upheld a strategic,
long-term perspective, endorsing
initiatives that fortify the
sustainability of the organisation
and the provision of high-quality
care across the rohe.
This year the health
sector has continued
to be characterised
by complexity and
uncertainty.
A notable example of this is the
postponement of the anticipated
MESO discussion document,
which was expected to address
the future direction of PHOs and
other entities. Our operations
persist in service of member
general practices and the wider
community, despite the absence
of clear indications regarding any
forthcoming changes.
An environment of ambiguity
has contributed to the increased
movement of general practices
among PHOs - including within
Te Tai Tokerau - alongside the
emergence of new PHO entities
such as Tend and Green Cross.
However, the extent to which
these developments substantively
enhance care for enrolled patients
remains to be seen. Amidst this
evolving landscape, the Mahitahi
Hauora Board has maintained
a steadfast focus on its core

During this period, the Board
encouraged and supported the
Chief Executive’s leadership in
several key initiatives on behalf of
member general practices and the
broader Northland community.
This included involvement in
negotiations for the capitation
review (to be implemented
from 1 July 2026) and leading
signi昀椀cant advocacy efforts for
rural healthcare, ensuring that the
distinctive needs of our region are
appropriately represented.
We acknowledge the 昀椀nancial
challenges encountered during
the year and commend the
operational leadership for the
prudent decisions made, which
have resulted in improved
昀椀nancial outcomes and further
progress towards long-term
viability. The Board has remained
actively engaged through regular
meetings and diligent governance
oversight. We were pleased to
endorse a refreshed strategic
plan, reaf昀椀rming our commitment
to equity, collaboration, and
innovation in primary care.
It is important to recognise the
passing of a valued member
of our senior leadership team,
Rhoena Davis, whose substantial
contributions to the organisation,
to hauora Māori in Te Tai Tokerau,
and to national nursing leadership
were deeply appreciated. We also
extend our gratitude to outgoing
trustee Dr Suzanne Phillips for her
dedicated advocacy on behalf of
general practice, and we wish her
well in her future endeavours. The
Board welcomed Dr Christopher
Calcott and celebrated the return
of Dr Justine Woodcock, both of
whom bring valuable expertise
to the Board, a Board that can
connect to the broad spectrum
of primary care stakeholders
- including clinical leaders,
Māori health advocates, and
rural representatives - ensuring
ongoing diverse guidance for our
kaupapa.
In closing, I would like to
express my sincere appreciation
to the Mahitahi Hauora Senior
Leadership Team and all staff
for their unwavering dedication
and ongoing support of our
member general practices and
the communities we serve.
Collectively, we remain committed
to our vision of ‘Healthy whānau,
thriving Northland’.
