The role of a PHE
Mahitahi Hauora is Northland’s largest Primary Health
Entity (PHE). We receive funding from the government,
which we pass on to our member general practices
enabling them to provide care and treatment to their
enrolled population. We also fund a range of regional
health programmes and services in collaboration with
communities, iwi and various other health and social
care organisations.
How we work with our partners
A signi昀椀cant proportion of our enrolled population
are Māori, many living in rural areas, in high levels
of deprivation, and with complex health needs.

Mahitahi Hauora is dedicated to improving the health
and wellbeing of communities in Te Tai Tokerau, with
a particular focus on equitable outcomes for Māori,
Pasi昀椀ka, and other priority populations. This is reflected
in the way we work with our member general practices.
Mahitahi Hauora member general practices receive
funding through our Equity for Whānau Agreement.
Through this agreement, we support practices to achieve
their individual plans and intentions for improving equity
and outcomes for priority groups across the key areas of
access, clinical and experience of care.
This year we undertook a review of the way we offer
support to our member general practices, improving
operational ef昀椀ciencies. These changes will take effect
from 1 July 2025.
